Lagos State Government Commences Rehabilitation of Damaged Sections Along Eti-Osa Lekki-Epe Expressway
By Wale Abiodun

The Lagos State Government has announced the commencement of rehabilitation works on the final stretch of damaged sections along the Eti-Osa Lekki-Epe Expressway from Bonny Camp to Admiralty Way Junction and VGC sections in Eti-Osa Local Government Area.

The disclosure was made by the Special Adviser to the Governor on Infrastructure, Engineer Olufemi Daramola, during a stakeholders engagement held to mark the commencement of works on Tuesday, October 19, 2025.
According to Daramola, the stakeholders meeting underscores the resolve of Governor Babajide Sanwo-Olu to mitigate risks associated with the poor condition of the road and create a safer environment for all road users.
He stated that Governor Sanwo-Olu has approved the immediate start of rehabilitation on this phase of the Lekki-Epe Expressway, with work expected to commence within the week.
He said the new engagement will cover Bonny Camp to Admiralty Way Junction and up to VGC sections, and appealed to residents and business owners in the axis for cooperation to ensure speedy delivery.
Daramola emphasized that the stakeholders engagement was necessary for robust interaction and better project outcomes, noting that the rehabilitation of the final section demonstrates the administration’s objective of completing the entire stretch of the strategic highway.
He described the Eti-Osa Lekki-Epe Expressway corridor as a primary gateway to one of Africa’s fastest-growing economic hubs, the Lekki Free Zone, which hosts major investments such as the Dangote Refinery, Dangote Fertiliser Factory, Lekki Deep Sea Port, over five hundred housing estates, Eleganza Industrial Estate, key institutions like Pan-Atlantic University and Lagos Business School, the ongoing Omu Creek Project, the proposed International Airport, the Lagos-Calabar Coastal Highway project by the Federal Ministry of Works, and the Green Line Rail Infrastructure by LAMATA.
He added that safety and timely delivery are priorities to avoid prolonged traffic gridlock around the Lekki axis, stressing that the administration values feedback from residents and stakeholders.
Also speaking, the Permanent Secretary, Ministry of Transportation, Mr Olawale Musa, assured residents of the deployment of Lagos State Traffic Management Authority, LASTMA, officers and security personnel day and night throughout the rehabilitation period to ensure free flow of traffic.
He also assured that adequate traffic signs would be provided along the road, while lamenting the persistent theft of road signs across the state. He called on residents to help monitor and apprehend those responsible for the theft.
Continued pressure on the road due to rapid urbanization had contributed to its deterioration, causing hardship for drivers and commuters.
In a bid to stimulate economic growth and open up the axis for greater development, the administration of Governor Babajide Sanwo-Olu and Deputy Governor Dr Obafemi Hamzat declared a state of emergency on the road, leading to its upgrade using sustainable pavement technology.
Phase I of the rehabilitation and upgrading from Eleko to Epe T-Junction in Ibeju-Lekki Local Government Area, covering 18.75km as a three-lane dual carriageway in reinforced concrete pavement with ancillary facilities, was first awarded in November 2020 and completed and commissioned in February 2023.
To consolidate the gains, the State Government awarded Phase IIA and IIB spanning Eleko Junction to Abraham Adesanya, also as a three-lane dual carriageway in reinforced concrete pavement.
To promote an integrated intermodal transportation system and accommodate emerging infrastructure including the Green Line Rail Mass Transit, the proposed Fourth Mainland Bridge, and future expansion of Ogombo Road, the State Government in April 2025 awarded the development of early infrastructure for the Green Line Mass Transit Project. The rail corridor will run from Marina through the Eti-Osa Lekki-Epe Expressway corridor to the proposed Lekki International Airport.
The administration also completed rehabilitation works for damaged Sections II and III from Admiralty Intersection to Ajah Jubilee Flyover, following a stakeholders meeting held in November 2025. So far, a total of 69.44km of the Eti-Osa Lekki-Epe Expressway has been reconstructed and rehabilitated, comprising 49.7km in continuous reinforced rigid pavement and 19.76km in flexible pavement.
With the new approval for rehabilitation from Bonny Camp to Admiralty Way Junction and VGC sections, the government reaffirms its commitment to growing the Lagos economy through robust infrastructure provision.
The stakeholders engagement was attended by the Permanent Secretary, Ministry of Transportation, Mr Maroof Olawale Musa, Special Adviser to the Governor on Infrastructure, Engr Olufemi Daramola, and Permanent Secretary, Office of Infrastructure, Engr Olutokunbo O Oyenuga.
