FG Begins Final Verification to Relocate 1992 Dukpa Plot Allottees After 34 Years

ABUJA* — Thirty-four years after the original allocation, the federal government says it is ready to relocate genuine allottees of the defunct Dukpa Site and Services Scheme in Gwagwalada, FCT.
The Federal Ministry of Housing and Urban Development announced a final three-week verification exercise starting September 7, 2026. The goal is to confirm claims of affected allottees before moving them to an alternative site already secured within Gwagwalada.

The plots were first allocated in 1992 by the then Federal Ministry of Works and Housing for private development. The government later revoked the allocations to make way for the National Housing Programme, citing overriding public interest.
According to a statement signed by the Director of Press and Public Relations, Badamasi Haiba, the relocation is being carried out under Section 28(2B) of the Land Use Act, Cap 202, Laws of the Federation of Nigeria, as amended.
“The exercise will run strictly on working days within the stated period. Any plot or allottee not verified within the timeframe will not be included in the relocation to the alternative site,” the ministry said.
What allottees need to bring
Affected persons are to appear in person with:
– *Original and photocopies* of allocation letters and payment receipts
– *Valid ID card*
– *Sworn affidavit* supporting ownership claim
– *Passport photographs*
Where and when
The verification will hold on working days at two locations:
1. Office of the Presidential Technical Committee on Land Reform, Garki 2
2. Department of Lands and Housing Development, Ministry Headquarters, Mabushi, Abuja
The ministry stressed that there will be no extension after the three-week window.
“In line with Section 28(2B) of the Land Use Act, the ministry has concluded arrangements to relocate all genuine allottees to an alternative site secured within Gwagwalada, and has scheduled a final verification exercise to authenticate claims ahead of the relocation,” the statement added.
